Memo Signed for Issuance of Constructions Labour Permits for Syrians

AMMAN —AlGhad— The Minister of Labour and the Federation of labour associations in Jordan signed a memo of understanding today, Tuesday, simplifying labour permit issuance in the construction sector for Syrian refugees, in collaboration with the International Labour Organisation (ILO)’s office in Amman.

This memo is part of the supporting project, designed to enable the attainment of the goals of the Syria 2016 London Donors conference, funded by the British Foreign Ministry.

Specialists in the overall say this step can help organise labour, structure the marketplace, and alleviate infringements against the rights of Syrian refugee labourers.

Labour federation official, Mohammad Maaytah, who’s in charge of the immigrant and refugee labour file, said that this programme is crucial to protecting refugee labour.

In an exclusive to AlGhad, Maaytah said that we must find a way to control and organise unorganised labour.

Six-month Labour permits are the best option at this point, to begin with, according to Maaytah, targeting nearly 6,000 Syrian labourers

Other experts called for the establishment of a Social Security mechanism to include Syrian refugees in the labour market.

UNHCR coordinator in Amman, Maha Qattaa, said that organising the Syrian refugee workforce and ensuring decent work conditions are some of the organisation and the Jordanian government’s main priorities.

Permit issuance, Qattaa added, will help categorise and allocate qualifications within the workforce, which would help both local and refugee components of the labour market.

The criteria of permit issuance include education certification. Validation of education certificates should help identify qualifications.

Meanwhile, head of the Phenix Centre for economic, informatics, and social studies, Ahmad Awad, said Centre has recommended this in several reports.

It is vital that our labour system no longer rely on the labour sponsor prerequisite, which ties workers to specific employees for an extended period of time.
