A gov’t or cabinet reshuffle?

At the doors of a cabinet reshuffle expected after the adoption of the draft budget law for 2015, elites are talking about the need for a change in government; a change that would contribute to a shift in the environment and draws a new vision for the bottle neck the country is passing.

Accordingly, the controversy that has become familiar and routine when talking about change looms –firstly - centered on the feasibility of a change in principle. Many questions concerning the stage, and most importantly with the alternative to the prime minister, are raised. The alternative has always puzzled the decision maker.

In addition to the complexities that surround the mechanism of choosing a premier, especially those associated with the parliamentary consultations and others, talks about the disadvantages of the change in that it hinders the work increase. The rapid government changes, as we have seen before, were a major cause in the great problems plaguing the country.

The government of Dr. Abdullah Ensour has many different features than the governments that preceded it. Perhaps the most prominent here is that after more than two years of work, the government seems more cohesive, and the observer notices that the majority of ministers defend the PM. Such defense and togetherness reflect the winning harmony between the premier and his team, except perhaps a limited number of ministers, and everyone knows the causes of dispute between them and Ensour.

The government solidarity is a result of the management of the premier. The ministers are now accustomed to Dr. Ensour’s style, which created "exceptional loyalty" to him by the majority, something we did not see often with other governments.

Some ministers interpret this loyalty, too, through the potential of Ensour himself. They see in him the ability to follow up on details, because of the large number of positions and ministerial portfolios he handled throughout his career in politics, which gives him the ability to understand the work of each minister, according to his position; add to that the lack of favoritism in the premier’s dealings with his team, as the relationship in based on performance and achievement. The continuous follow up by the premier always stimulates the ministers to follow up on their files, and ban gossip from their relationship with the premier.

The team spirit created by Dr. Ensour enabled him to succeed in containing crises within the cabinet, in addition to the presence of ministers who were able to make a real difference in their sectors.

Back to the talk of government or cabinet reshuffle, the second seems easier and better, as weakest chains in the current government are quite clear, and therefore their treatment is easy.

If life always involves change, it is a positive step provided that the new government is better than the current government, as the current situation remains complex and sensitive in the current period in particular. Logically, if the reshuffle is the strongest option on the table today, it needs to be a different equation. The features apparent with Dr. Ensour and his team are what change should be built on, so that the new candidate has the same features we see in the current government, specifically integrity.

Between government and cabinet reshuffles, uncertainty is the law. But the decision to go toward substantive change or reshuffle requires accurate deliberations; a none-comprehensive reshuffle is unhelpful, and an ill-advised change will tantamount to taking several steps to the past.
